The Town of New Glarus has used the caucus process in the past to determine Town Board candidates whose names appear on the Spring Election ballot each year. At the April 19, 2023 Annual Town Meeting of the Electorate, the seventeen qualified residents in attendance voted in favor of discontinuing the caucus process in favor of a process that uses nomination papers instead.
At the May 10, 2023 regular Town Board meeting, the Board moved to enact that recommendation from those voting at the Annual Town Meeting. The nomination papers process requires filing several documents with the Town of New Glarus Clerk-Treasurer as the means of ballot access. Details can be found in this Wisconsin Elections Commission publication.
Basically, those interested in running for the non-partisan Town Board positions (Chair, 1st Supervisor, 2nd Supervisor, 3rd Supervisor, or 4th Supervisor) need to complete a declaration of candidacy, a campaign registration statement, and nomination papers to submit to the Town Clerk-Treasurer by the applicable deadlines.
Typically, the first day to circulate nomination papers is the first of December each year per Wisconsin Statutes 8.05(3)(a), (4)(b), 8.10(2)(a). The deadline to file papers with the Town Clerk-Treasurer is by or before 5:00 PM on the first Tuesday in January, per Wisconsin Statutes 8.05(3)(a), (4)(b), 8.10(2)(a), (5), 8.21.
